Best Crypto to Buy Today as CLARITY Act Draws Near
Washington could be approaching one of its most important crypto votes yet.
SEC Chair Paul Atkins said this week that he expects the CLARITY Act to move forward in September, with a key Senate procedural vote scheduled for September 15. Atkins said he hopes the legislation will ultimately pass and reach President Donald Trump’s desk for signature, although Senate approval is far from guaranteed.
The bill is designed to give digital assets a clearer federal market structure, including a more defined split between the SEC and CFTC. Atkins has argued that legislation matters because rules created by regulators alone can be rewritten by a future administration, while an act of Congress gives the industry firmer statutory ground.
That makes September an important month for projects being built ahead of the next phase of U.S. crypto adoption. For investors looking for the best crypto to buy today, Bitcoin Hyper (HYPER), LiquidChain (LIQUID), and Maxi Doge (MAXI) offer three very different ideas on where the market goes next.
Bitcoin Hyper (HYPER): Building More Utility Around Bitcoin
Bitcoin Hyper (HYPER) has raised $33 million, making it one of the largest crypto presales of 2026.
The project is developing a Bitcoin Layer 2 based around the Solana Virtual Machine (SVM), the high-speed execution environment used to process Solana transactions and smart contracts.
Bitcoin remains underneath as the settlement network, while Bitcoin Hyper handles activity requiring greater speed and programmability.
For Bitcoin holders, the big thing is that HYPER lets you use BTC for real-world payments, trading applications, and other decentralized finance tools without forcing every interaction onto Bitcoin’s slower base layer.
The practical opportunity is considerable: A merchant can receive BTC as a real-time payment at the cash register, while developers gain a familiar, Solana-based environment.
HYPER is the Layer 2’s native gas token and also supports staking and governance. Tokens cost $0.01368, with presale staking currently offering 35% APY. Coinsult and SpyWolf have audited its contracts.
The next phase will focus on execution, including completing the network’s development and listing on exchanges. If clearer U.S. rules encourage more builders to stay onshore, infrastructure that expands what the world’s biggest cryptocurrency can do will have a much larger audience.
LiquidChain (LIQUID): Building for a Market With Several Major Chains
LiquidChain (LIQUID) starts with a different assumption: Bitcoin, Ethereum, and Solana will all remain important in the future.
Its Layer 3 is designed to enable applications to coordinate activity across those ecosystems within a single execution environment. LiquidChain uses a cross-chain virtual machine and proof engine that can read and verify each connected network, rather than treating each blockchain as a completely separate island.
That can simplify some very ordinary frustrations: a user with assets spread across several chains can manage positions through one interface instead of repeatedly switching networks and using bridges. More complicated actions involving multiple networks can be coordinated atomically, so the complete operation succeeds together or rolls back.
For developers, that can mean fewer duplicated integrations and less infrastructure to maintain as an application expands into new ecosystems – if you are compatible with LIQUID, you are compatible with BTC, SOL, and ETH.
LiquidChain is also developing unified portfolio, analytics, and routing tools around the Layer 3, giving the protocol a user-facing layer alongside the underlying technology.
LIQUID is priced at $0.0149, with the presale now at $960,000 and closing in on its first $1 million. Staking currently offers 1,188% APY, while SpyWolf and CertiK have reviewed the project’s code so far.
Maxi Doge (MAXI): Regulation Won’t Make Crypto Less Speculative
Clearer regulation does not mean crypto suddenly becomes boring, and Maxi Doge (MAXI) is aimed at the retail trading culture that has developed alongside the industry’s increasingly serious institutional side.
MAXI’s bodybuilding Doge character merges gym culture with trader culture, and the project is planning ways for holders to participate after launch, including trading competitions, rewards for top performers, and partnerships with futures platforms.
That gives MAXI a clear strategy rather than simply launching another Shiba Inu mascot and hoping attention lasts.
MAXI makes it onto our list thanks to the size of its presale – MAXI has already raised $4.85 million before exchange trading, suggesting the project has very quickly found its audience. There’s a lot of crossover between gym-life and trading life, after all: it’s all about the gains.
MAXI is priced at $0.00028, with staking offering 64% APY.
If Maxi Doge can carry a near-$5 million presale community into listings and turn its trading competitions into regular activity, it has the ingredients to become much louder once MAXI hits the market.
Could CLARITY Open the Door to Crypto’s Next Phase?
The September 15 vote is only a procedural step, and the CLARITY Act still faces political disagreements over issues such as ethics, financial crime safeguards, and stablecoin rewards.
But Atkins’ renewed push puts U.S. crypto market structure firmly back on the September agenda.
HYPER, LIQUID, and MAXI sit at very different ends of that market: Bitcoin infrastructure, multichain technology, and retail speculation. If Washington issues clear, long-term rules for digital assets, the next opportunity may be close at hand.
